For purposes of carrying out the provisions of this chapter, there are authorized to be appropriated—
((1)) to the Department of Agriculture, $1,000,000 for each of fiscal years 1991 through 2023;
((2)) to the Department of Commerce, $1,000,000 for each of fiscal years 1991 through 2023; and
((3)) to the Department of Interior, $1,000,000 for each of fiscal years 1991 through 2023.
