For purposes of this subchapter:
((1)) The term “recipient” means a recipient of a grant or cooperative agreement under an applicable program.
((2)) The term “applicable program” excludes programs authorized by the Higher Education Act of 1965 [ et seq.] and assistance programs provided under the Act of (Public Law 874, 81st Congress), and the Act of (Public Law 815, 81st Congress).
