There are authorized to be appropriated to the Department of Health and Human Services to carry out this chapter—
((1)) $750,000,000 for fiscal year 2001;
((2)) $1,000,000,000 for fiscal year 2002;
((3)) $1,500,000,000 for fiscal year 2003; and
((4)) such sums as may be necessary for each of the fiscal years 2004 and 2005.
