((a)) ** .—** The Secretary shall, not later than December 1 of every even-numbered year (beginning in 2008), submit to Congress a report on the outreach activities carried out by the Department.
((b)) ** .—** Each report under this section shall include the following:
((1)) A description of the implementation during the preceding fiscal year of the current biennial plan under .
((2)) Recommendations for the improvement or more effective administration of the outreach activities of the Department.
