((b)) ** National training initiatives** From appropriations authorized under and reserved under , the Secretary shall make grants to Centers to carry out activities described in .section 15066(a)(1) of this titlesection 15066(a)(2) of this titlesection 15063(b) of this title
((c)) ** Technical assistance** From appropriations authorized under and reserved under (or from funds reserved under , as appropriate), the Secretary shall enter into 1 or more cooperative agreements or contracts for the purpose of providing technical assistance described in .section 15066(a)(1) of this titlesection 15066(a)(3) of this titlesection 15083 of this titlesection 15063(c) of this title
