In this subchapter:
((1)) ** Developmental disability** The term “developmental disability” has the meaning given the term in .section 15002 of this title
((2)) ** Institution of higher education** The term “institution of higher education” has the meaning given the term in section 1141 of title 20.1
((3)) ** Secretary** The term “Secretary” means the Secretary of Health and Human Services.
