((a)) ** In general** In addition to amounts made available under , there are authorized to be appropriated such sums as are necessary to carry out , to remain available until expended.section 3231 of this titlesection 3149(c)(2) of this title
((b)) ** Federal share** The Federal share of the cost of activities funded with amounts made available under subsection (a) shall be up to 100 percent.
