The Secretary may, as the Secretary determines appropriate, encourage entities receiving funding from the Federal Government or from a State through a weatherization program under or , to prioritize the hiring and retention of employees who are individuals described in .section 6863 of this titlesection 6864 of this titlesection 6864d(a)(5) of this title
