((a)) To carry out this subchapter there is authorized to be appropriated the sum of $10,000,000 for the fiscal year ending on , and the sum of $15,000,000 for the fiscal year ending on .
((b)) Any funds appropriated under the authorization contained in this section shall remain available until expended.
