((a)) Omitted
((b)) One-half of the unobligated balance remaining before , under subsection (k) of and all sums appropriated under section 1364(b) of title 33 shall be transferred to the Fund established under subchapter II of this chapter.
((c)) In any case in which any provision of is determined to be in conflict with any provisions of this chapter, the provisions of this chapter shall apply.
