((a)) Except as otherwise expressly provided in this chapter, nothing in this chapter shall be construed to amend, modify, or repeal any provision of the Coastal Zone Management Act of 1972 [ et seq.], the National Environmental Policy Act of 1969 [ et seq.], the Mining and Mineral Policy Act of 1970 [], or any other Act.
((b)) Nothing in this chapter or any amendment made by this Act to the Outer Continental Shelf Lands Act ( et seq.) or any other Act shall be construed to affect or modify the provisions of the Department of Energy Organization Act ( et seq.) which provide for the transferring and vesting of functions to and in the Secretary of Energy or any component of the Department of Energy.
