In order to achieve the objectives and to carry out the purposes of this chapter—
((a)) the President shall—
((1)) to (7) omitted.
((b)) omitted.
((c)) the Federal Communications Commission, in its administration of the provisions of the Communications Act of 1934, as amended [ et seq.], and as supplemented by this chapter, shall—
((1)) to (10) omitted;
((11)) make rules and regulations to carry out the provisions of this chapter.
