In this chapter— ((1)) “final system plan” means the final system plan (including additions) adopted by the United States Railway Association under the Regional Rail Reorganization Act of 1973 ( et seq.). ((2)) “rail carrier” means an express carrier and a rail carrier as defined in , including Amtrak.
