To sustain the aviation weather reporting programs of the Federal Aviation Administration, the Secretary of Transportation may expend from amounts available under not more than the following amounts:
((1)) for the fiscal year ending , $35,596,000.
((2)) for the fiscal year ending , $37,800,000.
((3)) for the fiscal year ending , $39,000,000.
((4)) $39,000,000 for each of fiscal years 2019 through 2023.
((5)) $60,000,000 for each of fiscal years 2024 through 2028.
