The sums appropriated and allocated to States and eligible institutions under subsection (c) of to carry out subsection (a) of such section or , as applicable, shall be in addition to, and not in substitution for, sums appropriated or otherwise made available to such States and institutions pursuant to other provisions of law.section 3195 of this titlesection 3196 of this title
