H.R. 8674.
Congress has the power to enact this legislation pursuant
to the following:
Article IV, Section 3, Clause 2 (the Property Clause),
which grants Congress the authority to dispose of and make
all needful rules and regulations respecting the territory or
other property belonging to the United States. This
legislation provides for the conveyance of Federal land and
the adjustment of Federal land boundaries.
Article 1, Section 8, Clause 3 (the Commerce Clause), which
grants Congress the authority to regulate commerce with
Indian Tribes, including matters relating to land conveyances
and settlements under the Alaska Native Claims Settlement
Act.
Article 1, Section 8, Clause 18 (the Necessary and Proper
Clause), which authorizes Congress to make all laws necessary
and proper for carrying into execution the foregoing powers,
including legislation implementing land conveyances and
Federal trust responsibilities.
