Adds a new paragraph (20) to subsection (c) establishing 'Harvest incentive policies'—requiring the Corporation to carry out (or contract for) research and development on a harvest incentive for a loss-of-revenue policy, to make such a policy available within 2 years if section 508(h) requirements are met, and to report results and any policy made available to specified House and Senate committees within 1 year of enactment.
