Directs the Commerce Department’s communications and information lead (NTIA) to study how to make artificial intelligence systems more accountable and transparent, with a special focus on communications networks. It must examine how accountability can shrink the digital divide, lower risks like cybersecurity threats, and clarify what terms such as “trustworthy,” “responsible,” and “human‑centric” mean in practice.
The agency must hold public meetings with industry, academics, and consumers, then send Congress two reports within 18 months: one with analysis and recommendations on AI accountability, and another with recommendations on what AI information should be publicly available and how to make it accessible.
