Creates a permanent tuition assistance program to pay all or part of college or other education charges for Air National Guard members who meet federal training requirements. The Secretary of the Air Force must implement the program under existing authority in 10 U.S.C. §2007 and link eligibility to training standards in 32 U.S.C. §502(a).
The bill expands and stabilizes tuition assistance for Air National Guard members to improve affordability and retention, but increases federal costs, administrative burden, and risks denying benefits to some members by tying eligibility to training completion.
Air National Guard members: receive tuition assistance that covers all or part of college tuition or related expenses, reducing out-of-pocket education costs.
Air National Guard members: tying eligibility to completion of required Title 32 training incentivizes readiness and improves retention by rewarding compliant service members.
Air National Guard members and students: creating a permanent tuition assistance program provides stable, predictable education benefits that help with career and schooling planning.
Air National Guard members with legitimate medical or administrative barriers: conditioning benefits on training completion could exclude some members from educational aid.
Taxpayers and the general public: federal spending will increase to fund tuition assistance for Air National Guard members, raising the fiscal cost borne by taxpayers.
Secretary of the Air Force and Department of the Air Force staff: implementing and administering a new permanent program imposes additional administrative workload and costs on federal employees.
