Adds a new paragraph (72) to the definitions section (29 U.S.C. 3102) that defines the term 'evidence-based' for purposes of the Act, specifying criteria for strong, moderate, and promising evidence and an alternative ‘‘rationale plus ongoing evaluation’’ standard.
Amends 29 U.S.C. 3112(b)(1) by making punctuation edits to existing subparagraphs (C)-(E) and adding a new subparagraph (F) requiring the State plan to include a description of any strategies the State will use to prioritize funding of evidence-based programs through funds reserved under section 128(a) and available for statewide workforce development activities.
This legislation sets a clear, common meaning for “evidence-based” in workforce programs. It says a program or strategy should be backed by solid research showing it helps people, either through strong, moderate, or promising studies, or by a clear research-based reason plus ongoing evaluation to check results .
It also tells states to explain, in their workforce plans, how they will prioritize funding for programs that meet this “evidence-based” standard, using certain statewide workforce funds .
