Adds a new section 101513 (State law) to title 54 establishing definitions for 'off-highway vehicle' (as defined by the State) and 'road', providing that the law of the State in which a System unit is located applies to use of motor vehicles (including off-highway vehicles) on roads within a System unit, and prohibiting violations of such State law within System units.

Amends the analysis for subchapter II of title 54 by adding at the end a new entry for chapter 1015.
