Requires the Federal Railroad Administration to carry out a national feasibility study of electrification and other clean-rail technologies for passenger and freight corridors. The study must map existing and planned corridors, document how rail systems are currently powered and the railroad class, identify corridor segments where electrification or other clean technologies may be feasible, consult relevant stakeholders, reuse FRA resources when possible, and deliver an initial progress report to Congress within one year and a final report one year after that progress report.
