Expands USDA and Farm Credit lending and local-market programs to include commercial fishing and seafood processing. The bill adds definitions for commercial fishing activities, makes fishers and processors eligible for direct and guaranteed farm ownership and operating loans, allows loan use for permits, vessels, vessel improvements, processing facilities, and operating costs, and adds wild-caught seafood to local food marketing programs with possible matching waivers. Also amends Farm Credit Act membership and lending authorities to let production credit associations and other farm credit institutions serve businesses that provide services directly related to producers or harvesters of aquatic products. The USDA must provide outreach, technical assistance, training, and coordinate with NOAA within one year of enactment.
