Limits what parts of Amtrak meetings must be open to the public. It lets Amtrak close portions of meetings and withhold related records when discussions involve contract negotiations, collective bargaining, personnel matters, confidential business information, or topics that could risk safety.
It also clarifies that Amtrak can take actions needed to follow laws, honor contracts, and handle normal business without forcing public disclosure of those sensitive details. This does not change funding or taxes and creates no new programs.
