Requires States to exclude all income earned during a participant’s first year in a registered apprenticeship when determining eligibility for TANF (Temporary Assistance for Needy Families) benefits. Creates a 1% reduction to a State’s family assistance grant for the next fiscal year if the Secretary finds the State failed to apply this income disregard. The change takes effect at the start of the first federal fiscal year after enactment.
