Requires Amtrak-owned passenger trains to include baby changing tables in accessible restrooms and to post clear signs showing which restrooms have them. It sets basic definitions so the requirement is consistent across the system.
A “baby changing table” must safely hold a child up to 30 pounds and can be a pull‑out or drop‑down surface. The law also updates the U.S. Code to reflect the new section. This aims to make rail travel more family‑friendly and easier for caregivers.
