Creates a Department of Defense Baltic Security Initiative to deepen security cooperation with Estonia, Latvia, and Lithuania using existing Title 10 authorities. It directs the Secretary of Defense to submit a one-year strategy and authorizes $350 million to be appropriated annually for each of fiscal years 2026, 2027, and 2028 to carry out that Initiative, focusing on deterrence of Russian aggression, NATO implementation, regional planning, selected force capabilities, and resilience to cyber and hybrid threats.
