Biomanufacturing Excellence Act of 2025

Creates a National Biopharmaceutical Manufacturing Center of Excellence within NIST by directing the NIST Director to competitively award a grant or enter an agreement to establish the Center. The Center will accelerate biopharmaceutical innovation, support good manufacturing practices (GMP), train workers, coordinate research and manufacturing efforts, and receive authorized federal funding with reporting and intellectual property rules.

The law sets objectives and allowable uses of funds, requires application and selection criteria, mandates periodic reporting to Congress and public disclosure of certain information, establishes IP and data handling rules, and sets deadlines for applications and initial reports.
