This bill lets certain regional transit planners keep more backup buses on hand so service doesn’t break down during extreme weather. It tells the U.S. Department of Transportation to set rules that allow approved regions to raise their “spare bus” limit up to 30%. The goal is to keep buses running safely and on time when heat, cold, or storms cause breakdowns or delays. The findings say extreme weather is getting in the way of bus service, and places with heavy, frequent service—like tourist and entertainment hubs—face extra challenges.
Within one year of the law taking effect, the department must issue the needed regulations and guidance. To qualify, a regional planning group has to show it regularly faces extreme weather, explain how that has disrupted bus routes, and describe how having more spare buses will keep riders moving during those events.
