This bill aims to improve how the VA works with doctors and clinics outside the VA system. It tells the VA’s health leadership to set clear rules so VA medical centers quickly get complete medical records after a veteran sees a community provider. It also requires goals and scorecards for getting both initial and final records, making sure those outside providers complete required training, and giving them clear information about which trainings are required versus recommended .
The VA must update Congress every 120 days on progress until all of these steps are fully in place. The goal is faster record sharing, better-trained providers, and less confusion—so veterans get smoother, safer care when they see non-VA doctors through VA referrals .
