Recognizes and condemns "flag-of-convenience" ship registries for undermining U.S. maritime readiness, enabling illegal fishing, harming workers and U.S. maritime businesses, and creating opportunities for crime and sanctions avoidance. Expresses support for increased funding, jobs, and protections for U.S. shipbuilding, ship repair, and maritime auxiliary industries, urges international organizations to act, and backs Port State Control cooperation and the International Transport Workers’ Federation’s work to stop abuses.
