Sets the authorized funding level for the Dairy Business Innovation Initiatives at $36,000,000 by amending the Agriculture Improvement Act of 2018. The single change replaces the prior placeholder/incorrect numeric text with a clear $36,000,000 figure for the program's funding authorization.
Amend Section 12513(i) of the Agriculture Improvement Act of 2018 (7 U.S.C. 1632d(i)) by striking the text " 0,000,000" and inserting "$36,000,000".
Who is affected and how:
Dairy producers and small farm operators: These businesses are primary potential beneficiaries of the Dairy Business Innovation Initiatives grants and technical assistance. Clarifying the authorization amount signals the intended statutory funding ceiling, which may influence planning and expectations for available grant resources.
Dairy processors and dairy cooperatives: Processors and cooperatives that apply for DBII funding for product development, processing upgrades, or value-added projects may see improved predictability if appropriations follow the authorization.
Small businesses in the dairy value chain and rural communities: Local processors, small manufacturers, and rural economies that rely on dairy value‑chain investments could benefit from program activity if appropriations are provided consistent with the authorization.
USDA/program administrators and appropriators: USDA officials administering the program will have a clarified statutory funding level to reference in budget planning; however, actual grant awards require appropriated funds.
Limitations and fiscal note:
This amendment clarifies the authorized amount but does not itself transfer funds or guarantee that $36 million will be spent; congressional appropriations and USDA budget decisions determine actual funding and timing.
The change is narrowly tailored (a numeric correction/clarification) and does not alter program rules, eligibility, or reporting requirements.
