Expresses the House's support for Design for Recycling (DFR) and for actions by manufacturers to make products and packaging easier to recycle, reduce waste and greenhouse gas emissions, and lower reliance on virgin raw materials. States findings about current recycling rates, the economic size of the recycled materials industry, jobs it supports, and organizations that endorse circular‑economy practices.
The resolution is nonbinding: it affirms and encourages industry efforts and recognizes the recycled materials sector's role in the economy and supply chains but does not create new regulations, funding, or mandates.
