Requires the Secretary of Housing and Urban Development to prepare and deliver a written report explaining how HUD allocates Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation funds to States, Tribes, Territories, and local governments, why allocation amounts can differ between appropriations, and recommendations to make allocations more consistent and timely. The Secretary must consult the Comptroller General and deliver a first report within 90 days of enactment (covering FY2025 and FY2024 amounts) and then annual reports by the last day of each fiscal year starting in FY2026.
