Directs the Department of Health and Human Services to fund a long-term study of human health effects from the February 3, 2023 train derailment in East Palestine, Ohio, including the venting and burning of chemicals. The study must be done by an eligible consortium of colleges or universities, and HHS must provide progress updates and a final report to Congress on required timelines. Funding is authorized for fiscal year 2026 and may remain available through September 30, 2030.
