Replaces and revises paragraph (1)(A) of 42 U.S.C. 2239(a), makes related edits to paragraph (1)(B)(iv), and revises wording in paragraph (2)(A). The replacement permits issuance of certain construction permits, operating licenses, combined licenses, or amendments without a hearing in the absence of a request, subject to a 30-day notice and publication requirement, allows dispensing with the 30-day notice for certain amendments involving no significant hazards consideration, and requires the Commission to use informal adjudicatory procedures for hearings held under the revised subparagraph.

Modifies subsection (b) to allow issuance of a combined construction and operating license after the 30-day notice and publication period (as an alternative to holding a hearing) under section 189a(1)(A), where applicable.

Makes targeted edits in subsection (b): minor textual/punctuation changes in paragraph (1), and revises paragraph (2) to condition the timing requirement on whether a hearing is held under paragraph (1).
