The Electronic Consent Accountability Act of 2025 would make major federal agencies tell Congress whether they have put in place rules that let people prove who they are online and give permission electronically to share their personal records. If an agency hasn’t done this yet, it must explain why, share a timeline, and list the steps it’s taking. This is tied to an Office of Management and Budget memo from 2020 and earlier law, which called for online identity checks, easy-to-find consent form templates on agency websites, and acceptance of electronic consent; agencies were told to finish these changes by November 2021 .
