Adds a temporary exemption to the SNAP equal treatment rule for periods when Agriculture appropriations have lapsed and SNAP benefits are reduced or not issued. During that "covered period," authorized retail food stores may offer incentives to SNAP households without applying for a waiver and those incentives will not count as violations of SNAP’s equal treatment requirements.
