Requires lawsuits that seek orders enforceable nationwide (commonly called "nationwide injunctions") to be filed only in a federal judicial district division that has two or more active district judges assigned. It also makes a clerical update to the chapter’s table of sections.
The change is a venue rule: it limits where plaintiffs may bring suits that request relief binding across the entire United States. No new funding or program authorizations are created.
