This bill changes how much the federal government helps states pay for Medicaid coverage for low‑income adults. It keeps the extra federal help through 2026. From 2027 to 2034, that extra help shrinks each year. Starting in 2035, states go back to their normal funding rate with no extra boost.
After 2024, if a state that has not been covering this group decides to start, it will get the normal funding rate, not the extra one. States that already cover this group may choose to cover only adults with incomes up to 100% of the federal poverty line and keep using the rate described for this group for those costs. The bill also ends a temporary bonus increase in federal funding for states that newly start covering these adults .
