Tightens rules for using federal workforce funds on online training. It makes clear that fully online training providers must go through the same state eligibility and reporting process as other providers. It also blocks a state from paying an out‑of‑state, online‑only provider with that state’s Workforce Innovation and Opportunity Act (WIOA) funds unless the provider appears on that state’s eligible training provider list. This gives states stronger oversight of online training options purchased with their WIOA dollars.
