Prohibits a public college or university from receiving federal Higher Education Act funds if the school denies a religious student organization the same rights and benefits other student groups receive. Rights covered include campus access, official recognition, and use of facilities; a school may not deny them because of the group’s religious beliefs, practices, speech, leadership selection, or standards of conduct.
Schools that receive HEA funds would need to treat religious student organizations the same as secular student groups for recognition and campus activities or risk losing eligibility for those federal funds.
