Automatically enrolls recently separated veterans into the VA patient enrollment system when the Department of Defense transmits required separation data, notifies enrolled veterans and provides opt-out instructions, and requires VA to offer electronic certificates of eligibility and an electronic opt-out by a set date. The law also requires VA reporting on implementation and a Government Accountability Office study on the best ways to notify veterans, taking into account age and urban/rural residence.
