Automatically enrolls eligible recently separated veterans into the VA patient enrollment system when the Department of Defense sends transfer information, and requires the Department of Veterans Affairs to notify those veterans and provide easy opt-out options. The bill sets deadlines for VA to offer electronic certificates of eligibility and electronic opt-out, requires a VA implementation report after the first automatic enrollment, and directs the Government Accountability Office to study the best notice methods with attention to age and rural/urban needs.
