Urges the United States Senate to give its advice and consent to ratify the international Convention on Biological Diversity (a treaty the U.S. signed in 1993). The preamble states that biodiversity loss is large and accelerating, that the U.S. currently has only observer status at the Convention, and that Senate ratification would restore full U.S. participation and influence in the Convention's global work.
