Expressing the sense of the House of Representatives that the Ukrainian famine of 1932-1933, known as the Holodomor, is recognized as a genocide and should serve as a reminder of repressive Soviet policies against the people of Ukraine.

Recognizes the 1932–1933 Holodomor — the mass famine in Ukraine — as genocide, commemorates its victims and survivors, and condemns the human‑rights abuses that caused it. The resolution also urges public education about the Holodomor, denounces actions that deny Ukrainian nationhood (including contemporary aggression and rhetoric from Russia), and expresses support for efforts to secure lasting peace and deter further Russian aggression.
