Replaces subsection (h)(9) to require that each EBT card include on its face a photographic image (taken within the previous ten years or five years for minors), to require redemption only through EBT cards bearing the cardholder's name and photograph, to permit State agencies to issue individual cards with name and photograph for multiple authorized household members, and to direct the Secretary to establish procedures for reasonable accommodations allowing caregivers to access benefits on behalf of certain recipients.
Redesignates existing clauses (iv) and (v) as clauses (v) and (vi); inserts a new clause (iv) concerning information related to a retailer's ability to verify the identity of an EBT card holder to prevent fraudulent purchases; and adds a new paragraph (5) requiring, as a condition of authorization, that retail food stores and wholesale food concerns demand to see and inspect the photograph on an EBT card before making a sale.
