This bill tells the Consumer Financial Protection Bureau’s Office of Community Affairs to study why many people don’t use banks and to find practical fixes. The office must work with bank trade groups, minority bank groups, community and civil rights groups, consumer advocates, and others to understand the causes and create ways to help people build safe, long‑term relationships with banks. It must also coordinate with other federal agencies and expand financial education for people who are unbanked, underbanked, or underserved.
The office has to report to Congress within two years and then every two years after that. These reports will explain what keeps people from fair, ongoing banking access, including any rules, laws, or system barriers, and will recommend steps to increase participation. When possible, the reports will be timed so they don’t overlap with the FDIC’s own report on unbanked households.
