Allows the Secretary of Agriculture to permit electric utilities to cut and remove trees or other vegetation around distribution or transmission lines on National Forest System land without requiring a separate timber sale, as long as the work follows the applicable land management plan and environmental laws. If a utility sells any removed material under such a permit or easement, the utility must remit the sale proceeds (minus transportation costs) to the Secretary of Agriculture through the Forest Service, but the law does not force utilities to sell removed material.
