Requires airlines to notify passengers by email or text whenever a flight experiences a departure or taxi delay of 15 minutes or more. Notifications must be sent at least every 15 minutes while the delay continues, include updated estimated times, and offer passengers an opt-out for that flight’s repeated messages.
The change is added into chapter 423 of title 49, U.S. Code, expanding consumer notification rules for air travel; it creates ongoing messaging obligations for carriers but does not itself specify penalties, funding, or an effective date in the text provided.
