Tightens refund timing and clarifies ticket-agent duties for airline ticket refunds. It replaces vague language requiring refunds “promptly” with a precise statutory timing reference and requires ticket agents to issue refunds to customers no later than 7 days after the agent receives refund funds from the carrier, while adjusting cross-references in the existing statute.
The bill clarifies and speeds the timing for ticket refunds—benefiting consumers and easing enforcement—but may still allow practical delays if carriers hold funds and shifts administrative and cash-flow pressure onto ticket agents.
Ticket purchasers (airline customers) will generally receive refunds faster because ticket agents must issue refunds within 7 days after they receive carrier funds, speeding consumer reimbursement.
Clarifying the refund-timing rules and cross-references reduces legal ambiguity, making enforcement and compliance easier for regulators and agents.
If carriers delay transferring funds to ticket agents, consumers may still face delays because the 7-day refund clock starts only after agents receive carrier funds.
Ticket agents, including small travel agencies, could face administrative burdens and short-term cash-flow pressure from a strict 7-day refund requirement, raising operational costs.
